This course focuses on providing an understanding of how two primary Greenhouse Gas (GHG) Regulations and their associated Acts and guidance documents drive the GHG market in BC:
- Reporting Regulation; and
- Emissions Offset Regulation
The Reporting Regulation will require nearly 200 BC firms to annually quantify and report their GHG emissions to the BC Ministry of Environment. Almost half of these will also need to have their reports verified by an accredited third party. This Regulation sets the stage for a future “Cap and Trade” Regulation with further consequences and expected in late 2010.
The Emissions Offset Regulation creates the opportunity for organizations that are able to reduce their GHG emissions to generate “offset credits” which can be sold to earn income. The quantities and other properties of these offset credits must be validated and verified by accredited third parties.
Engineers are employed by firms that:
- must report
- generate offset credits
- provide services to help reduce GHG emissions
- provide the accredited third party validations and verifications
Consequently, these two Regulations drive the market and create exciting new opportunities for the Engineering profession! However, it is not that simple as evidenced by the relatively slow uptake of money-earning GHG offset projects. The presenter, Mr. Nelson Lee, M.A.Sc., P.Eng., the first CSA certified GHG Verifier in BC offers his insights and ideas to help you benefit from this new market.
